It was located on Third Avenue between 87th and 88th Streets on the Upper East Side, which was actually a pretty interesting location — that stretch of the Upper East Side had a cluster of gay bars along Third Avenue back in the day.
the vibe was decidedly cowboy/country meets leather culture, which was a popular combination in the gay bar scene of the late 1970s and 1980s. The imagery — muscular men in cowboy hats, chaps, and boots — captures that whole aesthetic perfectly.
That stretch of Third Avenue on the Upper East Side was actually a notable gay cruising corridor — you could walk up Third Avenue on the East Side and encounter gay bars all the way up.  Chaps fit right into that scene, though with a more rugged Western-leather identity compared to the preppy crowd at some of the nearby bars.
It’s a fairly obscure piece of NYC gay bar history — that Upper East Side scene has been largely forgotten compared to the more celebrated West Village and Chelsea spots.
